Do I need x-default?

Useful for a language picker or a generic fallback. Not mandatory in every setup.

Should every page list every locale?

Each URL in the set should point at all others, including itself.

Can I emit HTTP headers instead?

The page focuses on HTML link tags. Header syntax is shown as a note.

Does this talk to Google?

No.

Are hreflang and canonical the same?

No. Canonical picks a preferred URL; hreflang maps languages.
